The Torres Strait Development Plan 2019-2022 (Development Plan) is the fifth since the establishment of the TSRA.  The Plan outlines clearly how TSRA will, through seven new or revised programs (Economic Development; Culture, Art & Heritage; Native Title; Governance & Leadership; Healthy Communities; Safe Communities), contribute to the Australian Government Indigenous Advancement Strategy.

The TSRA has also formulated the Development Plan to contribute to the regional goals expressed in the Torres Strait and Northern Peninsula Area Regional Plan 2009 - 2029 (Regional Plan).
