Community Economic Initiatives Scheme

Through the Community Economic Initiatives Scheme (CEIS), the Torres Strait Regional Authority (TSRA) provides grants to Torres Strait Islander and Aboriginal organisations within the region for the establishment and/or expansion of commercial income generating ventures. These ventures can be linked to the Community Development Employment Program (CDEP). CEIS business enterprises can include the areas of:

  • Construction
  • Commercial Fishing
  • Retail 
  • Tourism
  • Transport 
  • Sea Food Processing

CEIS Objective:  To contribute directly to the economic growth of communities and organisations by enabling the development of income generating projects with social, cultural and economic benefits.

What can the CEIS offer my organisation?

  • A grant for a commercial income generating venture
  • Mentoring Assistance
  • Funds for expansion of an existing business

Is my organisation eligible to apply for the CEIS?

The organisation must be based within the Torres Strait region and be an Indigenous incorporated body. The enterprise should also operate within the region.

What is the Application Process?

Applications can be forwarded at anytime to the TSRA and must be accompanied by a 5-year business plan and cash flow projection showing the enterprise breaking even after a maximum of 5 years. The process is as follows:

  1. The applicant writes a letter to TSRA expressing interest in the CEIS (this must include supporting documents as stated above).
  2. If the application satisfies criteria, a feasibility study is conducted and the applicant is notified of the outcome.
  3. If successful, TSRA will assist the applicant to begin the project, for example helping with tendering and releasing funds.
  4. Once underway, TSRA can organise business assistance and/mentoring upon request.
